Who Does This Help?
You may benefit from AB 88 if you are the child or spouse of an active-duty U.S. service member, your family is stationed outside of California, and your parent or spouse still claims California as their legal residence.
If this sounds like your situation, AB 88 may allow you to qualify for financial aid that was not previously available to you.

What Financial Aid You Can Get
If you are eligible under AB 88, you may qualify for state financial aid programs such as the Cal Grant or the Middle-Class Scholarship. AB 88 does NOT apply to the California Veteran Fee Waiver (CVFW).
These programs can help cover tuition, fees, and other college-related costs.

What You Still Need to Qualify
AB 88 does not automatically guarantee financial aid. You must still meet all standard eligibility requirements. This includes completing the FAFSA or CADAA, meeting income and GPA requirements, being a U.S. citizen or eligible noncitizen, and not being in default on any student loans.

Example
Before AB 88, a student who graduated from high school while their parent was stationed overseas would not qualify for a Cal Grant.
After AB 88, that same student may now qualify if their parent maintains California as their legal residence.

Why This Matters
Military families often relocate, sometimes multiple times during a student's education. AB 88 helps ensure that students are not disadvantaged because of those moves and have fair access to California financial aid programs.
What is AB 88?
AB 88 is a California law that expands eligibility for state financial aid programs, including the Cal Grant, for certain students from military families who graduated from a high school outside of California.
If your parent or spouse maintains California residency through military service, you may qualify for aid under AB 88 as long as you meet all other financial aid eligibility requirements.
Getting Started
If you think AB 88 applies to you:
- submit your FAFSA or CADAA
- contact the VASCO team to ask whether you qualify under AB 88 as a military dependent, and
- be prepared to provide documentation of military status and California residency
